Governance, Staffing & Services

   The City of Brisbane is governed under the Council-Manager form of government. The City Council consists of five members elected by Brisbane registered voters for a term of four years. Elections are held on odd numbered years. The present members of the City Council are:

   The City Council, is the policy making body of the City. The Council serves as the board of directors for the Guadalupe Valley Municipal Improvement District (GVMID), a special district providing water and sewer services to Crocker Industrial Park, the Brisbane Redevelopment Agency; and the Brisbane Public Financing Authority.

   The City Council appoints the City Manager, a full-time paid professional manager. Clay Holstine is an experienced City Manager who has served local governments in three states including five years as City Manager of Reno, Nevada. He is responsible for the daily operations of the City. City government has a stable workforce of approximately 78 full-time personnel. That staff also serves as the staff for GVMID, the Brisbane Redevelopment Agency and the Brisbane Public Financing Authority. There are three labor organizations including the Brisbane Police Officers' Association, Local 2400 of the International Association of Firefighters, and the Brisbane Miscellaneous Employees. There is no history of work stoppage. Labor/management relations are cordial.

   The City is a full service municipality as it provides the following functions and services: police protection; fire protection; extensive recreation services; planning and building inspection services; finance and accounting; library services; water; street maintenance; sewer collection; personnel; marina operations; and general administration.
